We require the PSN Backup Codes so we can login without using one of the temporary codes that are being sent to you when 2-Step Verification is turned on.
Unlike the temporary codes, the backup codes expire only after they have been used and not after a certain time.
That way we can login to your account without depending on each other's availability to receive the code.
To get the PSN Backup Codes, you need to turn on 2SV.
